Lightly grease a 10 inch pie plate. Cook ground beef and onion in a large skillet until beef is brown; drain. Season with salt and pepper to taste. Spread beef mixture onto the bottom of the pie pan.  In a medium mixing bowl, beat milk, eggs, and bisquick together until smooth. Pour mixture into pie plate.  Bake for 35 minutes. Top with tomatoes and sprinkle with cheese. Bake until knife inserted comes out clean, 5-8 minutes longer.
